Boundary Outlet Colne (Boundary Mill): Shops, Parking, Directions and Opening Times

One enormous shop at the end of the M65, not a retail park — a two-storey outlet department store on Vivary Way filled with concessions, four places to eat and an M&S Outlet upstairs. It is still called Boundary Mill by almost everybody, including Pendle Council, but the operator rebranded it Boundary Outlet and the old website boundarymill.co.uk can no longer be read. The site you want is boundaryoutlet.com. Here is what the operator publishes, where the council disagrees with the contractor about how big it is, and the Sunday opening quirk that catches people out every week.

Boundary Outlet stands on Vivary Way in Colne, at the very end of the M65, and the first thing to understand is that it is not a retail park. It is one building — a single two-storey outlet department store, run by one family company, with well over a hundred brands trading inside as concessions and departments rather than as separate shops with their own front doors. No parade of units, no mall, no other landlord. You park once and you go in once.

The name has changed and the internet has not caught up. For most of its life this was Boundary Mill Stores, and that is still what the road signs, the taxi drivers and Pendle Council's own web pages call it. The operator now trades as Boundary Outlet, at boundaryoutlet.com. We keep the old name in the headline because that is what people search for.

Do not bother with boundarymill.co.uk. The old address is still indexed and still printed as the official website by at least one shopping directory, but it could not be read at all on 10 September 2026: the server answers, but its security certificate is issued for some other name, so a browser will warn you off it. The current site, by contrast, is properly server-rendered — seven of its pages load and can be read, so most of what follows is the operator speaking rather than a directory guessing.

The ownership is the most interesting thing on the record here, and every business directory on the internet gets it wrong. The company that trades is not Boundary Mill Stores. It is Libra Textiles Limited, incorporated in January 1971 as Bannister Jersey Limited — which is why the restaurant inside is called Bannisters. A Bannister family business, and one for more than half a century.

The essentials

Opening times

Checked on 10 September 2026. The hours above come from the operator's own Colne store page and are corroborated word for word by Visit Pendle, the borough's tourism service — same weekday times, same Sunday times, same till time, same two closed days.

The Sunday arrangement is the single most useful thing on this page, so read it twice. The doors open at 10am on a Sunday for browsing only; the tills do not start until 11am. That is the operator's own wording. English Sunday trading law limits a shop this size to six hours of trading, so the paying window is 11am to 5pm and the first hour is for looking. Turn up at quarter past ten with a full basket and you will be standing about until eleven.

There is one conflict and we are not resolving it. The directory site ukmalls.co.uk gives 10am to 8pm Monday to Saturday, an hour later than both the operator and Visit Pendle. That entry is otherwise clearly stale — it still calls the place Boundary Mill Stores and still prints the dead boundarymill.co.uk address as the official website — so we would back the operator. But we are printing the disagreement rather than quietly binning it.

Festive hours are a real gap: all anyone publishes is that the store is closed on Christmas Day and on Easter Sunday. Ring 01282 856 200 in late December. And there is no tenant cross-check available — the Next, H&M and Mango store-finder trick that settles hours at most outlet villages does not work here, because this is one store rather than a village of separate shops.

Getting there

By road

Use the postcode BB8 9NW. The operator publishes no motorway junction, no road numbers and in fact no written directions of any kind — its Colne store page gives the address and an embedded map and nothing else. We checked that twice, because it is unusual for a destination whose whole selling point is that you drive to it.

Two other sources do give a junction and they agree. Visit Pendle says the store is reached via "junction 14 of the M65"; Pendle Council's 2010 retail survey places it "off Junction 14, at the end of the M65". That is the terminal junction, at the Colne roundabout — the M65 simply stops there. We print it as the council's and the tourism board's wording, not the operator's, because the operator has never said it.

Parking

Parking is free — the operator states that plainly for all five of its stores. Beyond that nobody publishes anything: no space count, no time limit, no height restriction and no enforcement contractor, from the operator, the council, the tourism board or the contractor who built it. Visit Pendle adds coach parking and designated disabled bays; Yell adds parent-and-child bays. One detail from the construction record: there is a large attenuation tank underneath the car park, put in when the store was built on what had been a council tip.

By train and bus

Colne is the nearest station, the terminus of the East Lancashire line, and Visit Pendle describes it as a "15 /20 minute walk". That is the only walking time anyone publishes — the operator gives no rail information at all, and neither does any rail source we could read. Treat twenty minutes as the working figure and allow more if you are carrying what you came for. On buses, Visit Pendle says only that there is a "regular bus service nearby"; no route numbers are published by anyone. Coach parking is listed and group discounts advertised, but no booking arrangement is published — ring 01282 856 200 if you are bringing a party.

Accessibility

The operator's store page says only that the building is wheelchair accessible and has WiFi. Everything else here comes from third parties: Visit Pendle lists wheelchair hire, accessible toilets throughout and designated disabled parking, and Yell adds a cash machine and baby changing. The building is two storeys with escalators and lifts, both part of the original 2008 fit-out.

What nobody mentions: a Changing Places toilet, a Shopmobility scheme, quiet hours, a hearing loop or any dogs policy, and there is no AccessAble or Euan's Guide entry. If wheelchair hire or an accessible toilet decides your trip, phone first — the hire in particular is a tourism-board claim, not the operator's own.

The shops

This is one shop, so the usual anchor-and-units description does not apply. It has thirteen departments and a long list of brands within them — some full concessions with their own staff and tills, most branded ranges on Boundary's own shop floor.

How many brands? Four answers.

The operator's homepage says "over 30 designer brands". We counted 162 brand entries on its Colne store page on 10 September 2026 — but that number includes duplicates, because Tog 24, Trespass, Crew Clothing, Regatta, Wrangler and a dozen others are listed under two department headings each, so the unique count is lower and we did not establish it. Yell claims "over 200 of your favourite name brands"; ukmalls says "more than 12 stores, services and restaurants", apparently counting named concessions. We are not picking one: they count different things and the operator has not settled it.

The departments

The concessions — and the gift-card trap

M&S Outlet is on the first floor and is the biggest name in the building; Bonmarché is open on the ground floor. The operator calls both "concession partners", and here is the part worth knowing before you buy anyone a present: Boundary gift cards and e-gift cards are not accepted in the concessions. A Boundary card will not buy an M&S jumper in an M&S Outlet inside a Boundary store. The M&S offer varies by branch too: bra fitting and homeware are Colne only, kidswear Colne and Sheffield.

Two names that used to be here and are not

Next is recorded at Colne by third parties — ukmalls lists "Next Clearance", and the operator's own social media once promoted "the Next Outlet at Boundary Mill Colne and Sheffield" — but Next does not appear anywhere on the store directory today. Jaeger appears in the homepage brand strip but not in the Colne listing. Neither departure has ever been announced and we cannot date either. That is an absence, not a closure, and we are not going to dress it up as one.

Where to eat

Four options, all in-house: Bannisters Restaurant, Banny's British Kitchen for fish and chips and burgers, BB's Coffee Shop on the first floor, and Ricardo's for ice cream. No individual opening times are published for any of them.

Useful to know

The Sunday hour that trips everyone up

Doors at 10am, tills at 11am. The first hour on a Sunday is browsing only, because a shop this size gets six trading hours and the operator runs them from eleven to five. Nobody puts this on a road sign. Plan around it.

Come on a weekday evening, and go upstairs

Monday to Saturday the store trades until 8pm — much later than most designer outlet villages manage. Half past six on a Tuesday gets you the homeware floor to yourself, and that floor is the bit people skip: M&S Outlet plus a china, glassware and cookshop offer deep enough to be unusual for an outlet of any kind.

Gift cards: read the small print first

Gift vouchers are sold and group discounts are advertised. But the operator's gift cards do not work in the concessions, and M&S Outlet and Bonmarché are both concessions. If you are buying a card for someone whose plan is an M&S trolley dash, buy them an M&S card instead.

Things nobody publishes

No figure for parking spaces, no height restriction, no bus route numbers, no Changing Places toilet, no Shopmobility scheme, no quiet hours, no lost property arrangement, no dogs policy, and no EV charging listed at the site — the chargers in this part of Colne are at North Valley Retail Park and the Starbucks on Greenfield Road, both separate places. Absent from the record is not the same as absent from the building: third-party listings do say there is a cash machine and baby changing. It only means the operator does not.

If you are doing a north-west outlet run

Colne sits at the far eastern end of Lancashire and its obvious companions are a long way west. Affinity Lancashire at Fleetwood is the county's other outlet destination and a completely different animal — an open-air village of separate units rather than one department store. Deepdale Shopping Park at Preston and Middlebrook Retail and Leisure Park at Bolton are the big full-price parks on the same side of the region.

How it got here

The company is older than the shop and older than its own name. The business that trades as Boundary Outlet is Libra Textiles Limited, company 01000964, incorporated on 28 January 1971 under the name Bannister Jersey Limited, which it carried until 1977 — a Lancashire jersey-knitting company that turned itself into a mill shop and then into one of the largest outlet stores in the country. Its registered office is still the head office attached to the Colne store.

When it started selling to the public is not settled. Barnfield Construction, which built the current store, calls its client "Boundary Mill Stores (founded 1983)"; the operator's own About page says only "established over 30 years ago, with the first and now flagship site in Colne". Compatible, but not the same, and we are not converting the vaguer one into a year. Ignore the December 1993 incorporation of Boundary Mill Stores Limited — a company registration, not an opening. The Boundary Outlet name has only one date attached to it either: Boundary Outlet Limited was incorporated on 21 February 2022, and no announcement of the change exists anywhere.

The store used to be somewhere else in Colne. Pendle Council's 2010 retail survey records that "in Easter 2008, Boundary Mill relocated a short distance from White Walls to a new 11,782 m² purpose built store off Junction 14, at the end of the M65 in Colne", and that in 2007 four new retail units were erected on the site of the former Boundary Mill warehouse and overflow car park off Corporation Street — the old operation was already being redeveloped a year before the move.

Building it was harder than it looks. The Vivary Way site was a former council tip, and Barnfield's project record describes extensive ground remediation and a culvert diversion negotiated with the council, the Environment Agency and neighbouring residents. The result was a £20 million design-and-build contract delivered in 60 weeks — steel frame, white composite cladding, central glazed atrium, escalators and lifts — driven by a hard deadline, because the stock had to move from the old store before Easter, the retailer's peak week. Barnfield calls the finished building a "250,000 sq ft two-storey retail and distribution centre" employing "over 900 people locally" and "the blueprint for all future Boundary Mill locations". Note "retail and distribution": that figure covers the warehouse and head office too, which is why it is roughly twice the council's store measurement.

The ownership chain is unusually clean and unusually badly reported. Every business-data site we looked at names Boundary Mill Stores Limited as the company. That company (02881223) is real, registered at the same address, and filed at Companies House as dormant — as is Boundary Outlet Limited (13929777). Both are name-holding shells; the trading is done by Libra Textiles. Above it sits Libra Textiles Holdings Limited, whose directors are Richard Michael Rennie Bannister and Benjamin Richard Michael Bannister, both appointed on 29 January 2021, and which Companies House records as a person with significant control of Libra Textiles with "ownership of shares – 75% or more", notified 4 February 2021. Before that the same band was recorded against Richard Bannister personally, from 1 March 2017. That band is all that is published and we are not turning it into a percentage. He has been a director since before May 1992, and the register of resigned officers carries three more Bannisters.

What the council says about it. Pendle Borough Council's tourism copy invites visitors to "shop at Boundary Mill, the largest designer outlet in the country"; a 2017 council news release calls it "the UK's largest mill store retailer"; Barnfield calls its client "the largest quality mill store of its kind in the UK". All three are claims by a council and a contractor rather than measured facts, and all three are years old — but they tell you how the place is regarded locally. In March 2017 the council opened a Visit Pendle information point inside BB's Coffee Shop on the first floor, which is when Richard Bannister gave the 50,000-a-week figure quoted above. One gap alongside it: Pendle's Retail Capacity Study of May 2007, written while the new store was under construction a mile away, does not mention Boundary Mill at all.

There are four other Boundary Outlet stores — Grantham (Gonerby Moor, on the A1), Newcastle upon Tyne (Park Lane, Shiremoor), Sheffield (Poplar Way, Catcliffe) and Walsall (Junction 10 Retail Park) — and no opening date could be sourced for any of them. The trade press has covered this company's expansion repeatedly; Property Week and Insider Media both carry stories and neither could be read from here, which is why this page carries no turnover, profit or expansion detail at all.
